If you call 911 accidentally or if you call and then determine there isn't an emergency, don't just hang up and not answer your phone when you are called back. You need to let the 911 operator know that it was an accidental dial or that the situation isn't an emergency as you had first thought. If you have a dog (or a cat) please remember to put a tag with your contact information on it's collar. We were handed a Golden Retriever puppy today that had no information on it's collar and were lucky enough to be pointed to the folks who were 'dog sitting'. We do not have a facility or kennel for holding dogs here on the Island. If we are unable to locate an owner our option is to send the dog to the Westbrook Animal Refuge League. To save your dog the trauma and you the trip to retrieve your pet, keep your dogs leashed and tagged. If your dog gets loose give us a call and let us know you are searching for it and we can try to help reunite you with your dog. List serve is also a handy option to get the word out for a missing pet as well.

We are very grateful to see that many residents-especially our volunteer firefighters- have been helping to clear the hydrants after each snow storm. While you are out shoveling see if you can see your house number or your neighbor's house number from the road..If you can't readily see it, we may be delayed in an emergency. Make sure you and your neighbors have your houses numbered.

For those residents who have a hydrant near their home-we appreciate the hydrants being shoveled out after a snow storm. After the last couple of storms we have found several hydrants that are being buried by plowing, snowblowing or shoveling around them. In the event of an emergency you will want to be able to access those hydrants without the delay of having to dig them out or chip them free from ice.

In light of all the recent security breaches I would like to suggest if you have any concerns about your personal credit information that you contact one of the three credit reporting agencies (Transunion, Experian and Equifax) and have them send you a free credit report. Look it over carefully and make sure everything there is your accounts. If you prefer to use your debit card I would suggest having the card run as "credit" instead of entering your pin. The fewer places you enter your pin, the less likely it is to be compromised. Also keep in mind when using a debit card vs a credit card most banks and credit unions take much longer to refund fraudulent charges than a credit card company does.

Remember to keep your stairs and walkways clear of snow and ice. With the drastically changing temperatures, what almost melted away during the day will become glare ice in the evening or early morning hours. Before Cold Weather

  • Locate and insulate pipes most susceptible to freezing, typically those near outer walls, in crawl spaces or in the attic. Use insulation made especially for this purpose.
  • Wrap pipes with heat tape (UL-approved).
  • Seal any leaks that allow cold air inside where pipes are located.
  • Disconnect garden hoses and shut off and drain water from pipes leading to outside faucets. This reduces the chance of freezing in the short span of pipe just inside the house.

When It's Cold

  • Let hot and cold water trickle at night from a faucet on an outside wall.
  • Open cabinet doors to allow more heat to get to uninsulated pipes under a sink or appliance near an outer wall.
  • Make sure heat is left on and set no lower than 55 degrees F.
  • If you plan to be away: (1) Have someone check your house daily to make sure the heat is still on to prevent freezing, or (2) drain and shut off the water system (except indoor sprinkler systems).

If Pipes Freeze

  • Make sure you and your family know how to shut off the water, in case pipes burst. Stopping the flow of water can minimize the damage to your home. Call a plumber, and contact your insurance agent. Never try to thaw a pipe with an open flame or torch.

Remember that the Welch St lot is a 72 hr lot. Parking spaces down front are at a premium and offenders will be ticketed. When there is a parking ban for the City of Portland, Peaks Island is included in that ban. We have had a couple of cars left out that DPW has had to go around. DPW has done a tremendous job this winter-the streets are in great shape.

Give Your Hospital a Hand in Preventing Infection

Imagine checking into the hospital with a simple case of tonsillitis, and checking out with a life-threatening infection. It could happen. In fact, healthcare-associated infections are among the top 10 leading causes of death in the United States, accounting for an estimated 1.7 million infections and 99,000 associated deaths each year. These dangerous infections can strike in your bloodstream, in surgical wounds, in the urinary tract and in your lungs.
If you are hospitalized, there's one simple step you and your visitors can take to help prevent these kinds of infections: cleanse your hands, and make sure that everyone who touches you cleanses their hands too.

What is the right way to wash one’s hands? 
* Wet your hands with clean running water (warm or cold) and apply soap.
* Rub your hands together to make a lather and scrub them well; be sure to scrub the backs of your hands, between your fingers, and under your nails.
* Continue rubbing your hands for at least 20 seconds. Need a timer? Hum the "Happy Birthday" song from beginning to end twice.
* Rinse your hands well under running water.
* Dry your hands using a clean towel or air dry.
Washing hands with soap and water is the best way to reduce the number of  germs on them. If soap and water are not available, use an alcohol-based hand sanitizer that contains at least 60% alcohol. Alcohol-based hand sanitizers can quickly reduce the number of germs on hands in some situations, but sanitizers do not eliminate all types of germs.  Hand sanitizers are not effective when hands are visibly dirty.
How should you use hand sanitizer?
Apply the product to the palm of one hand.
* Rub your hands together.
* Rub the product over all surfaces of your hands and fingers until your hands are dry.

Looking for the Perfect Gift for Spot? How About a New Dog License
Portland dog owners are reminded to license their dogs
PORTLAND, Maine: Starting with the New Year, Portland resident dog owners are required, pursuant to Maine law, to have all dogs six months of age or older licensed. Dog licenses are issued for a calendar year and current ones will expire December 31, 2013. A dog license can be obtained from the City Clerk’s office at City Hall, Monday – Friday, 9:00 AM to 4:30 PM. Renewals and new registrations are also available online at https://www.informe.org/dog_license/begin.shtml or through the mail.  Call 874-8610 for more details.

To license a dog, the dog owner should provide a current State of Maine Rabies Certificate. If the dog has been spayed or neutered, the dog owner should also bring in proof of neutering such as a previous license or written verification of neutering from a veterinarian the first time a dog is licensed.
Fees for dog licenses are:
Spayed or neutered - $6.00
Not spayed or neutered - $11.00
Late fee $25.00 (per dog) applies after 1/31/14

Holiday Treats May Harm Teeth
Cookies, candy and sweet holiday beverages all have at least one main ingredient in common: sugar. Sugar's negative effect on teeth has been well documented. Why is sugar so bad for your teeth? It mixes with bacteria in the sticky plaque that constantly forms on teeth to produce acid that attacks tooth enamel. The stickiness of that plaque keeps those harmful acids against the teeth, which contributes to tooth decay.
“Try to enjoy holiday treats in moderation, and if you find yourself overindulging, perhaps spend some extra time flossing and brushing at least twice a day with a fluoride toothpaste,” said Shannon Mills, DDS, Vice President for Professional Relations and Science at Northeast Delta Dental.
When you do indulge your holiday sweet tooth, it is best to enjoy goodies as part of, or immediately following, a meal, rather than snacking on treats throughout the day. Another good tip is to stick to one small serving of your favorite drink or snack and to follow up by swishing some water in your mouth. Chew sugar–free gum, or brush soon after finishing to wash away some of the sticky sugar residue.
